One of the most important decisions you’ll make when renewing your COE is whether to opt for a 5-year or 10-year renewal. Both options have their merits, and the right choice depends on your specific circumstances.

The Basic Maths

Both options use the Prevailing Quota Premium (PQP) as the base cost. The PQP is the moving average of the last 3 months of COE bidding prices.

  • 5-Year Renewal: PQP × 5 years
  • 10-Year Renewal: PQP × 10 years

Example (Category B, PQP = S$119,000):

  • 5-Year Renewal: S$119,000 × 5 = S$595,000
  • 10-Year Renewal: S$119,000 × 10 = S$1,190,000

When to Choose 5-Year Renewal

  • Your vehicle is older (15+ years) and may have higher maintenance costs
  • You plan to upgrade to a new vehicle within 5 years
  • You prefer lower upfront cost and financial flexibility
  • You expect COE prices to fall in the future
  • Your vehicle has high mileage (200,000+ km)

When to Choose 10-Year Renewal

  • Your vehicle is in excellent condition with low mileage
  • You intend to keep the vehicle for the long term
  • You expect COE prices to rise in the future
  • The cost per year is lower with 10-year renewal
  • Your vehicle is a luxury or classic model with sentimental value

Cost Per Year Analysis

Looking at cost per year helps put the decision in perspective:

  • 5-Year Renewal (Cat B): S$595,000 ÷ 5 = S$119,000/year
  • 10-Year Renewal (Cat B): S$1,190,000 ÷ 10 = S$119,000/year

The cost per year is the same! The key difference is the total upfront commitment and what happens to COE prices in the future.

The PQP Gamble

If you choose a 5-year renewal and COE prices rise significantly in the next 5 years, you’ll pay more for your second renewal. Conversely, if prices fall, you benefit from the lower PQP at the time of your second renewal.
